The grant from the U.S. Department of Education's Institute of Education Sciences will allos Heinrich to employ academic stafd and at least four graduate students each year to work on expandinf the project oother cities. Heinrich will continue an evaluation of the tutorinyg programs MPS offers as part ofthe district'se fulfillment of the federal No Child Left Behincd law. The law requires public schools that have not adequately increased student academic achievement for three years to offer childrenin low-incomde families the opportunity to receive extra academif assistance such as tutoring.
Heinrich's initialp research found that Milwaukee's federalluy mandated and funded tutoring progran is not necessarily reaching the people who need the most nor is it effective in increasin gstudent achievement. "Our preliminary results suggest that the students in the tutorinh programs are not performing any betteron Wisconsin's standardizedc tests than eligible students not involved with the Heinrich said.
